It's hard. Maggie understands this. Japanese people are so shy but that doesn't mean you don't do anything. Be more proactive! First, think of your hobbies or things you are good at. One of mine is cooking! Second go to your local community centre or city or town hall and check out the flyers for something that might interest you. For me, there was a weekly cooking class. Last thing, important one, JOIN IT! It may be scary at first, but if it's something where you meet every week, you'll get close and hopefully become friends with some of them and earn more friends that way!

I agree with Maggie. A lot of good points here! For those of you who live in major urban areas, I recommend looking at Meetup.com too. I found some groups here that match my hobbies and interests (hiking, cooking, language&cultural exchange), and it's been a great way for me to make Japanese friends.
