2. Prepare the other person to listen
少しお願いしたいことがあるんですが
I have something to ask…
3. Use request expressions that match the person you are speaking to
レポートの提出をしていただけないでしょうか
Could you please submit the report?
Since it is convenient for you, first ask the other person if it is okay to talk now.

3. Refusal
断り
1. Apologize to the other person
すみません
I am sorry
2. Tell the other party the reason for refusal
これから外出なので･･････
I'm going out now
3. Come up with alternative ideas
また、誘ってください
Invite me next time.
Note that there are no negative expressions such as "I can't go" or "I can't". Aslo, be sure to use words like “Let’s do it next time” in order to maintain a good relationship with the other person.
